R12 Apps Co-Investment Report - Incorrect Employer Contribution?

Created

None

I have an apprentice who was aged 18 on start date (13/09/2024) with a Levy paying employer. He left them on 28/11/2025 and started with a non levy paying employer on 03/12/2025. The new non-levy paying employer is not a 'small employer' as they have 67 employees.

The R12 Apps Co-Investment report showed the levy employer needed to pay £18.33 in October 2025 (which they did). The monthly amounts due since then have been £0.00 except now - the amount due is £167.62, just for July.

Does anyone know why has this happened? He was aged 18 on his start date and the 2024/25 Apprenticeship Funding Rules contain the following rule:

157. The exemptions below apply to paragraph 156. In the circumstances below, the government will fund all of the apprenticeship training and assessment costs, up to the funding band maximum of the apprenticeship:

157.1. Employers who do not pay the levy, if at the start of their apprenticeship training the apprentice is aged between 16 and 21 years old (or 15 years of age if the apprentice’s 16th birthday is between the last Friday of June and 31 August)

Thank you

They haven't been DLOCKed have they? Would explain a big chunk in July if the employer hadn't pressed the button? Although this doesn't explain why it's generating at all... Presume, with only a week between employers, there's no BIL, so wouldn't be an Original Start Date issue as there's only one Prog Aim?

Might have to be a helpdesk one, just the time of year you don't want it...

rachel.dennis

No they haven't - I only have one DLock at R12 and that's for someone not affected by this. I've sent an email to the helpdesk and they are looking into it. There is another post on here with the same issue so hopefully it's a glitch that will be rectified soon.

Thanks

Steve Hewitt

Sorry Rachel, I meant have they *been* DLOCKed since Christmas and it's only just cleared at R12? Can't see another reason why a big dollop of Contribution would arrive at once for a Non-Levy employer?

rachel.dennis

Ah I see what you mean - I've just checked and no, he is not on any DLocks. There was no BiL - and as he was aged 18 at start (and he started in 2024/25), he shouldn't appear on the co-investment report at all, should he?

Steve Hewitt

No, no he shouldn't. Oddly, just spotted something similar on my R01 Contributions... 17 year old at start, no change of employer, no contribution up to this point, suddenly £151 against R01 (which is when his completion is, so it _feels_ like 5% of that, but why???)

Gill Knight

Have you just put the achievement date in? is it 5% of the completion payment?

Steve Hewitt

yes, first return with his ach date and, yes, looks about 5% but he was 17, and at a non-levy (so it's not just falling out of levy)...

Mine are not completions / achievements....

Hello,

We've got this with a few of our learners in our R01 return now, looking through each one they should all be fully funded.

Steve Hewitt

Raised a ticket for mine, but not heard anything back yet.

Steve Hewitt

Um, anyone else got a whole bunch more of these on R13??? Like a BIG bunch?

Christina Marfleet

Yes, quite a few. It appears to be affecting most of our apprentices who have changed employer, although not all of them. I raised another ticket with the service yesterday to investigate further.

Steve Hewitt

See, they did come back to me with 25/26 P187 at first, but it didn't apply to my learners on R01 (and doesn't apply to half of these as they started after 2024):

187. Where there is a change of employer, and the apprenticeship originally started
prior to 1 April 2024, then the co-investment waiver will no longer apply
meaning the new employer will be liable to pay co-investment (regardless of the
apprentice’s age at the time (this also covers where an apprenticeship re-starts
with a new employer)).

Absolutely **delighted** to see that the 26/27 version of this para is:

218. Where there is a change of employer (this includes apprenticeship re-starts with
a new employer), please refer to the Apprenticeship Technical Funding guide
as the co-investment calculation for the new employer may be dependent on a
number of factors.

[slow hand clap]

Christina Marfleet

Paragraph 187 doesn't apply to any of our learners either. Earlier this year, I carried out a quick review of our pre-April 2024 apprentices who have changed employer after a contract for service was issued without this paragraph being taken into account. I needed to check whether this was a one off incident or a recurring issue. Fortunately, it proved to be a one-off :-)

But the Apprenticeship Technical Funding guide was not at all useful.

Update from AS:

Thank you for contacting the Apprenticeship Service Support Team regarding 16-18 non levy apprentices unexpectedly appearing on the co-investment report.

I am aware that there was an issue recently that was resolved for the majority of our providers at R13, however, your issue has been raised with our Specialist Support Team for further investigation. We will advise if it linked to the known issue or if there is a different reason for this.
