R12 Apps Co-Investment Report - Incorrect Employer Contribution?

I have an apprentice who was aged 18 on start date (13/09/2024) with a Levy paying employer. He left them on 28/11/2025 and started with a non levy paying employer on 03/12/2025. The new non-levy paying employer is not a 'small employer' as they have 67 employees. 

The R12 Apps Co-Investment report showed the levy employer needed to pay £18.33 in October 2025 (which they did). The monthly amounts due since then have been £0.00 except now - the amount due is £167.62, just for July.

Does anyone know why has this happened? He was aged 18 on his start date and the 2024/25 Apprenticeship Funding Rules contain the following rule:

157. The exemptions below apply to paragraph 156. In the circumstances below, the government will fund all of the apprenticeship training and assessment costs, up to the funding band maximum of the apprenticeship:

157.1. Employers who do not pay the levy, if at the start of their apprenticeship training the apprentice is aged between 16 and 21 years old (or 15 years of age if the apprentice’s 16th birthday is between the last Friday of June and 31 August)
