You can absolutely claim 100% funding again.

Even via ASF FS at the same level can be repeated until it is achieved, with 100% funding. However, you would have to make sure that they do a decent volume of learning again. You can't just put them through the exams (which they'd be likely to fail anyway having not achieved it on the previous apprenticeship).
