Break "Not required", but want to use it anyway

We've a learner who went on break in early July, and is returning today, so around 9-10 weeks. She's not missed 2 consecutive months (only August) and a break is not mandatory. 

Concerning shorter periods of non-activity, the rules state:

If planned off-the-job training is unable to take place as scheduled in any calendar month, a retrospective break in learning is not required

"Required" implies that we could use one. This has the advantage of extending the length, and means there is a clear record that there shouldn't be OTJ recorded during that period.

What do others do? Do you read "not required" as "do not", or "you can if you want"? 

Note: if the non-activity were shorter, we wouldn't apply a break.

I mean, it's a *lot* of faff for something you don't have to do? Really wouldn't be giving myself the extra work... 

If it's not a "must", I aint doing it ;)

Steve Hewitt - the additional context is that the faff is already done. The delivery team have already done the paperwork etc, so it was more of a case of removing the break if it was felt that it was against the rules. And really, given the length there should be a training plan & App agreement update anyway, so it's not really more faff.
