DEGREE Standard is live without an EPAO!?

The level 7 Senior People standard has been 'live' since January 2021 - however, there's no EPAO on the RoEPAOs. Looking at the Gov. Site, this particular standard has 37 active students across various regions but zero against the EPAOs.
How can this be??

This is not a Degree standard although at level 7, I expect an EPAO (CIPD or other) has given a commitment for this standard, but it has not been finalised.
