Complete learning but did not achieve the qualification

Hi,
Just wondering how other providers are viewing learners who complete their learning on an AEB funded qualification (ie. they attend all the classroom sessions) but then they don't submit their work in order to pass. Would you code them as Completed & No achievement (2 & 3) or Withdrawn & No achievement (3 & 3)?
Thanks
Judy

Complete and failed. I'd usually not make it a withdrawal unless they'd missed the last four weeks.
The learner has been retained under the definition of withdrawal, so they must be a completion.
