EPA non-attendance - is this classed as a withdrawal?

If a learner completes their training, goes through Gateway but then doesn't do their EPA (they cancelled it the day before they were due to attend), do I record the Completion Status on the ILR as a Withdrawal?

All of the guidance documents suggests that is the case, that an apprentice only 'completes' once they have done both their training and their full EPA.  

However, I am new to the role and someone with more experience is telling me that despite not attending EPA the Completion Status can still say Completed.  So, I need to know which is correct or if there are any circumstances in which non-completion of EPA will still allow for a Completion Status of '2' to be recorded on the ILR.
