Change of Employer - Contracted Provision

Please can I ask your thoughts on a non-levy apprentice who started on a contracted provision who have now changed to another non-levy paying employer after 1st April 2021 of their own free will; not due to redundancy or provider failure.  In the Provider Rules, starting from P254 in the latest version, the guide seems to suggest that it is not possible to reserve funds for an apprentice who was initially funded by contracted provision.  If this is the case, what other options are there for this apprentice to complete their apprenticeship, or have I not understood the rules correctly.

P254 Funding cannot be secured through both reservations, and via contracted provision, for a single apprentice on an apprenticeship unless:

P254.1 an apprenticeship was funded via contracted provision and following redundancy needs to be funded via a reservation to allow an apprentice to continue/complete their apprenticeship with a new employer.

P254.2 an apprenticeship was funded via contracted provision and following provider failure needs to be funded via a reservation to allow an apprentice to continue/complete their apprenticeship with a new provider.

I *think* they can still be ACT 2, even though they've changed employer because the amount to cover their app will be in your carry-in funding?

So, only thing they won't be able to do is the employer won't be able to claim the incentive?
