Clarification of P288.1

Hey all, what is your understanding of these words?
A break in learning must not be recorded: 
P288.1 For annual leave, public holidays and short-term absence (up to 4 weeks)
 
We always assumed that the (up to 4 weeks) covered all three types of absence but we are now questioning whether it just pertains to the last, the short-term absence as public holidays will never be over 28 days however much we'd like them to be!
Would love to know your thoughts.

Bils and Annual Leave have7 always been a no no as its short term absence. Is the public holidays part new? Generally if its under 4 weeks you dont do anything.

The purpose of a BIL is to suspend funding for ESFA funded aims for any period over 28 days where there is not an entitlement to funding for the period in question, this only applies to funded AEB and Apprenticeships as these are funded monthly.

The funding rules requirement is:

P61 When the apprentice takes a period of leave from their work, in excess of 4 weeks, we expect that the apprentice will take a break in the training they are to receive (a break in learning).

You may be over thinking this, but my interpretation is that in P288.1 ‘up to 4 weeks’ applies to all in the list.
