Can I check my take on how to process a withdrawal after a redundancy?

Where the learner has continued on programme for the 12 weeks allowed, but we have not managed to find a new employer for them to transfer to, I need to withdraw them. My view is that the actual end date should be the date for which we can last evidence learning. 

I've come across a counter suggestion that the end date should be their redundancy date + 12 weeks. Although we allow them to continue on the programme for the full 12 weeks, I think we should still use the last date of learning as the actual end date.

We have been using their last day of learning.

You can only claim for months that the Apprentice was in learning, for a withdrawal it would be the last day in learning.
