'Leave to Enter' Residence Permit

Hi Everyone,
We have had an enquiry from a potential learner, wanting to do Functional Skills, which would be funded through AEB. The residence permit is 'Leave to Enter' and I don't believe this is 'on the list' of acceptable status' but I just wanted to double check before I feedback to the engagement team?

No, if it doesn't have Indefinite/Exceptional/Discretionary at the beginning then it's not On The List, so they'd need three years' residency.
