QAR and Transfers

Hi all - just looking at a transfer to a new learning aim with the same provider

Provider Support Manual states that we would record as a withdrawn aim, non achieved.  When I have checked the QAR business rules (extract below)  it says that this would not affect our QAR - has anyone had any experience of this?  Thanks in advance

The learning aims we exclude from QARs

Hi Colette

As long as you record the withdrawn reason as 40, and there is less than 120 days between the Actual End and the new Start date, the initial aims are removed from the QAR calculation.

I've been looking at this issue with the 23-24 QAR data against the AAF dashboard - the dashboard has included the old aims in its 'leavers', so that the QAR is showing as 24% (11 achievers /38 leavers) rather than 45% (11/24), which suggests that the treatment of transfers  has changed.

AAF does not equal QAR!!!

There was no change to the published methodology and, as these are ONS-endorsed stats, they cannot, to use a technical term, p!ss about with them.

Did you double definitely have withdrawal reason as 40? If you have, and there's definitely less than 120 days between aims, then AAF is just wrong...

Thanks -after further checking, this wasn't the issue (we did have some transfers but this wasn't causing it).
