Was wondering what other people's interpretation is of this that is on the ESFA's Providing apprentices during the Covid-19 pandemic site:

Changing employers

Funding rules only allow an apprentice to have a 30-day break between employers but, due to the pandemic, some apprentices will have not been permitted to start working for and training with their new employer. Where an apprentice had planned to start with their new employer within 30 days of leaving their last but has had a break of over 30 days between employers due to COVID-19, they will remain eligible for support on their return.

How are others interpreting this if there have been delays? Are you still doing a withdrawal and restart or would you process them as if it had been within 30 days but with a file note in the learner evidence pack to rationalise there was an intention to start within 30 days but couldn't due to the pandemic?

As the purpose of a BIL is to suspend payments you must use a withdrawal and restart where the BIL is over 30 days.
