This is unusual but it would not be possible even if they were connected companies as the limit of 10 applies to a single DAS account.
If they are not connected companies then each employer could have a separate DAS account with a limit of 10 but they can only use this for the employees who are on the payroll (PAY scheme) linked to their DAS account.

I have an employer who has their sister company on the same site. Employees are employed by one or other employer and some work in roles for both companies.
If an employee is employed by Company A
Can Company B put them on an apprenticeship and use one of their funding allocations?
This is supported by both companies as its to the benefit of a employee that works on both sites. But by not offering the apprenticeship programme from company B the employee is disadvantaged as they have no funding.
Both are Non Levy and they are unable to attract funding from a levy paying company transfer.
Company A do not have any allocations left.
