Expiring Standard - restart from another provider

Good morning, We are looking at taking on an apprentice from another training provider. They are on a BIL currently but when they come back in August their standard will no longer be available as a "new start". Am i right in thinking, as they will be a restart, they will be ok to continue on their current programme? TIA
