Where a learner cannot sign a learner agreement due to severe LLDD how would you progress the learner enrolment when ESFA state that the learner must sign. I have asked if a carer could sign and the answer is "The carer can sign to say that the lessons are being completed by the learner but the actual learning agreement/enrolment form must be signed by the learner themselves".
Any help would be appreciated.

This seems needlessly intransigent, to put it mildly...
I've never had audit problems where I've had a parent/carer sign in the past (as long as it's annotated to explain it).
