Apprenticeships - Functional skill diagnostics

Hi all,

Interested to hear peoples thoughts on when a functional skill diagnostic as part of an apprenticeship should take place. 

P23.2 relevant diagnostic testing (where required) suggests to me that you have to do them pre sign up however others I speak to disagree as they say it does not implicitly refer to FSkills

As delivery of any FS is included in the commitment statement which must be agreed before the apprenticeship agreement is signed, FS assessment/diagnostics must take place prior to the start date.

Exactly my point so I am pleased someone agrees with me. The difficulty I am having is that they do not specifically say diagnostics required for FSKills. Initial assessments are pretty clear as you can only fund the level above what they have been assessed at but I am struggling to convince them we require diagnostics too (pre sign up). Currently they take place but after sign up and before delivery of the FSKills.

Being pragmatic if any FS requirements are included in the commitment statement based their prior attainment then this could be revised at a latter date when the diagnostic assessment for FS has been completed and I expect many Providers undertake this after the learner has started.

My first thought was that it should be before the start but on reflection there is no rule that states diagnostics for FS must take place prior to the start date so I think either would comply.

Just noticed that P140 says we must start delivery at the start of the apprenticeship. In that case we need a diagnostic before we can start delivery although the start of the apprenticeship could be the first 3 months too. Another grey area which means its up to us to decide on our interpretation.
