The Kickstart Scheme and AEB Full Funding

Hi

We are training learners who are part of the Government's Kickstart Scheme. We believe such learners should be fully funded, due to them having to be on Universal Credit and the scheme aiming to help those at risk of long term unemployment. The job they are in is a temporary, 6 month arrangement with the DWP, who fund them for a limited number hours per week. 

Has anyone else put such learners through as fully funded using the Low Wage rules or deemed as ''unemployed' due to earning less than a certain amount? Would the fact that they've been referred by Kickstart be enough evidence to claim full funding, or would we need to collect wage documents?

Their eligibility to funding is the same as for any other AEB learner and depends on their circumstances on the aim start date of each aim.

Yes, I suspect they're going to be Low Wage, rather than Unemployed? Isn't part of the point of Kickstart to get ppl off the UC figures?

They can also be fully funded if they are employed, in receipt of UC and earning up to £343pcm (cant remember exact amount) For low wage you'd need to evidence that you've seen their contract of employment or wage slip (within last 3 months)

The ESFA have confirmed to us that these learners are to be recorded in the ILR as unemployed. 

'This is because the Kickstart scheme is a work placement offer for 16 to 24 year olds who are currently out of work claiming Universal Credit and are at risk of long-term unemployment. ' they say
