Employer Incentive - Change of Employer

Good afternoon
We have an apprentice who is changing employer. My question is, will the new employer be eligible to claim the employer incentive payments?
The previous employer did not claim any of the incentive payment because the apprentice had been there for sometime, so my understanding is that the incentive will be available to the new employer?
Can anyone please advise?

No as it only applies to new starts or those made redundant.
