Kickstart and the AEB are completely different and separate, the DWP are correct in that the AEB can be used for those on Kickstart where the learner is eligible under the AEB rules.
Why are you concerned it would be double funding? And what specifically in the funding requirements for each indicates that this may be the case?
Martin West thank you for your response it has really got me thinking.
The area that most concerned me was:
Para 5.5:
5.5. If the Grant Recipient is party to any contract for goods, works or services or any funding agreement (other than this Grant Agreement) with any Crown Body, whether national, local or devolved, the Grant Recipient must not use Kickstart Scheme Grant payments to replace or duplicate the funding provided by that Crown Body for the purpose of that contract or funding agreement.
And that it could be construed that we are using the Kickstart Scheme grant to pay learners to attend AEB provision.
Am I over thinking this? what are your thoughts?

Are any other providers involved in the delivery of training related to the government's kickstart Scheme either as an employer or as a training provider engaged by an employer?
If so are you delivering English and Maths or just employability type provision? and are you making any AEB claim for all or part of this provision?
We have been advised by the local DWP representative that we can use AEB funding for Kick starters but I am concerned that this may be seen as double funding and contrary to both the Kickstart T and Cs and our AEB funding grant.
Any help or comment greatly received.
