You should only include those who are continuing, on a BIL or those who are completed but have a LearningDelivery.Outcome = 8
See note from migration rules:
Where the learning activity was completed in 2020 to 2021 and the Outcome is not known by R14 of 2020 to 2021, you must migrate these closed learning aims and any associated Destination and Progression records into 2021 to 2022. The Outcome can be updated in 2021 to 2022 once it is known.
You should exclude all other records from the 2021/22 ILR

Hi - I know it's possible to return learners as continuing in R01, where their end date may be actually in the 20/21 academic year, but I understand it's probably not good practice!
Should these be excluded from the return or are we okay to submit with the planned hours are 0 error? What is the better option? Will this affect anything on our QARs or only if we didn't update by R14 of this 20/21 academic year then it would affect our QAR?
