Basically yes (edit! WAIT! it's also the "Has Maths/English GCSE Grade D or Grade 3, Not studying GCSE Maths/English"!)
Also, it's a little more complicated than 5% of headcount, it's actually more like 5% of funding (if literally all of your learners are band 5 it's the same thing, but also, this is quite unusual!)

Worth working through the calculation on the link to understand it, but I think it's pretty clear on page 4 of your allocation statement?

Good morning
I'm trying to get a better understanding of the condition of funding removal that we have had for 21-22. It appears that we have had an amount taken back for the learners that didn't meet COF in the 2019-2020 year.
As I understand we are allowed up to 5% tolerance. I have checked the math's and English report from the final R14 claim in 19-20 and there are 27 learners that show Doesn't have Maths, Not Studying Maths or Doesn't have English, Not Studying English. Are these the learners that haven't met COF for that year?
