RO1 Upload - 'XML is not well-formed'

We are getting the following error message when trying to upload the R01 ILR Return to the Submit Learner Data Portal. Has anyone else received this message and have any solutions?

You can check your ILR file with the following and it will indicate the line/lines that have an issue.

Thanks Martin.

It states that following when checking validation on XML Editor 'FatalError at line 2, column 171: schemaLocation does not contain namespace-location pairs'.

Any help?

Line 2 should contain the following:

<Message xmlns="ESFA/ILR/2021-22" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:schemaLocation="http://www.theia.org.uk/ILR/2021-22/1 ILR-2021-22-Structure.xsd">

Hi Scott, not sure is this helps but it's worth checking that when you download the file the correct funding year schema is selected (21/22). We use Aptem so it defaults to this but when I download an R13 ILR file I have to remember to change it to 20/21 otherwise it tells me the XML is not well-formed when I try to upload it to the portal.

Hi Scott - did you manage to resolve your issue with the xml not being well formed. I'm getting this in R02, although R01 was fine.

I'm definitely using the 2021/2 xml template when creating the file and uploading it to the correct return portal on the website. I don't have access to the xml editor that Martin identified as I need IT to install it.

I just wondered if you had resolved it and might be able to let me know what it was for you?

It's a pity that ESFA can't point us in the direction of the problem, given their system has identified one. How are we supposed to find the error in 200,000 lines of xml?

Hi Steven

Yes, we resolved the issue which related to our FY28 Reference Data from our Management Information System which included the wrong Prior Learning Level Reference Data.

I identified it by using FIS which brought through an error report

Thanks Scott - that's interesting, I'll follow that up though I don't have FIS, but I can check the values in that field.

All the prior level values look ok - all are in the range 1-10 or 97,98,99
