From the ILR specification notes:

Full-time, full year students would normally be returned as 100 and part-time students returned as a proportion of an equivalent full-time course. Comparisons and weightings of different full-time, full year courses are not expected. The proportion of part-time study can be estimated on either a 'time' or a 'credit' basis. The FTE should not be weighted to take account of any resourcing implications of different courses.
The reason for the difference between the ILR and HE specifications is:
HE Spec:
Students who have no activity to return during the entire year, for example because they were dormant, taking a leave of absence or resitting elements of assessment without attendance, would have a STULOAD of 0.
ILR Spec:
Those with no attendance in the year are not reported on the ILR.
Yes, HESA only has the zero option for

whereas we wouldn't return a learner as live in those circs, they'd be on a break most likely, so that's why there's a difference.
Thanks Steve Hewitt and Martin West. Both are correct, which is what I was worried about, which means EBS is the limiting factor for us or at least the way we are using it.
With regards to STULOAD then, does this mean that any activity that the leaner is completing contributes to STULOAD. In other words a learner on an apprenticeship that completes their learning in July and enters gateway in September, how would we calculate their STULOAD as it must be a value for the final element? The section has no credit value as such and the leaner is not technically learning/being taught. Thanks

Assuming you have cohorts of these learners, I'd just use the same value for all of them, every year, regardless of when they're starting/finishing in-year? As Martin mentions, the ILR spec says you can use time as a proxy for credit if that helps?
Thanks Steve Hewitt. So are you saying that if a student has completed all learning in the 19/20 year and we move them to Gateway they should have some amount of STULOAD (unsure as to what) based on time for the 20/21 period right?

STULOAD not accepted as zero on SLD

Receiving the following error: STULOAD_04 The student instance FTE must be returned for this learning aim.
It appears that the ESFA do not like it being zero. (ILR Specification: Field: Student Instance FTE (submit-learner-data.service.gov.uk)) They state it 'Must contain a value in the range 0.1 to 300.0'
However, HESA (Student 2020/21 - Student instance FTE | HESA) state that the value 'must be between 0 and 300'.
Could anyone advise who is correct about this field please?
