Where a learner does not meet the definition of being unemployed, has already achieved their first level 2 and are therefore only co-funded to complete another level 2 under local flexibility - must the provider collect the learner's contribution? Or can they absorb the cost?

There is no requirement to collect the contribution, up to the provider. Particularly if you've only got one or two out of whole cohorts, not going to be worth the hassle!
