Wages when changing an employer being over 19

We have a learner who is in her second year and over 19 but has now changed to a new employer. We were previously told that as its a new contract with a new employer, they will be paid minimum Apprenticeship wage again for a year? Is this correct?

Apprentices are entitled to the minimum wage for their age if they both:
are aged 19 or over
have completed the first year of their apprenticeship
