Sponsor foreign national on Apprenticeship?

Is it possible to 'sponsor' a foreign national onto an Apprenticeship? I've checked guidelines and they do not fit into categories for EP400 or EP404. If it is possible can you point me to the guidelines that allow this?
It's possible they may apply to the UK for a Health & Care Worker Visa. Thanks

None that I know about, what are you trying to do?
We're looking to recruit qualified Doctors from India and put them through a 2-3 year Masters level degree, ideally through an Apprenticeship route, but considering all options
