During our R14 checks we have identified a few functional skills aims where the wrong start date has been applied and there is no evidence of learning until the following month for example.
Do I move the start date to reflect the Active learning or leave the start date where it is?

If it's an error, then you should correct it.
NB if the start date is within 20/21 then you can just correct it and the funding will sort itself out in R14, if it's before 01/08/2020 you'll have to withdraw to start date and then add an additional record.
