Afghan Relocations and Assistance Policy -Operation Warm Welcome

Hi all,

Operation Warm Welcome states that adults relocated from Afghanistan under the ARAP are entitled to free English courses.  However, I have not seen anything to tell us how to record these on the ILR.  The learners we have seen are not in receipt of benefits yet and so are not entitled to full-funding under the current rules.  I was expecting a new Learning Delivery Monitoring code but the latest appendix released on 6th September doesn’t have a new code listed (unless I’ve missed it).

 

Has anyone else seen anything or are your learners all turning up in receipt of benefit?

All I'll say is they didn't do an LDM code for the equivalent Syrian scheme...

I'd imagine the assumption from central govt would be that they would be in receipt of benefits before starting a course, but this assumption is based on anyone in Whitehall having the first clue on the specifics of how adult learners are funded, which might be somewhat of a stretch...

I'm getting responses via my Holex group that the housing authorities have been given some money for their English courses via the HO/MHCLG integration support route and are therefore off the ILR.

Ah, that's what they did with some of the Syrian arrivals as well, if memory serves?

They'll certainly not need three years residency to access AEB, we know that much, but they will need benefits/low wage to be fully funded...

Yes, and that was the problem.  They haven't got their benefits yet.  It's starting to look like the Housing Authority or some other Council Department needs to pay us for them and then they go onto AEB later on when they're more established.
