if an apprentice who started an apprenticeship on level 2 under 18 then progresses onto a level 3 and turns 19 in that first few months. Does the employer have to pay National minimum wage for a 19+ or can they keep them on the apprenticeship wage for the full 1st year because they are effectively on a new programme.
