Change of employer Non-levy ESFA to Non Levy

Please can someone point me in the direction of the guidance for a change of employer for an ESFA funded learner. Do they stay as ESFA funded as the funding has been accounted for and there original start date was before AS for non-levy came about, or do I change her to non-levy funded through AS?

If this was original funded from a non-procured non-levy allocation as ACT 2 then it would continue to be funded under that contract when an Apprentice changes employer.
