If a learner has a prior attainment of a full level 2/3 but have not yet achieved a GCSE grade 4/C in Maths/English, would they be entitled to full funding for English/Maths, even if they are employed?

Yes it is a separate AEB legal entitlement for English and maths, up to and including level 2, for individuals aged 19 and over, who have not previously attained a GCSE grade 4 (C), or higher.
