Yes, I'd say that a learner with two or more A Level grades, whatever those grades are, had a Full Level 3.

Yes they would be considered to hold a full level 3 qual as per the def. in AEB funding rules:

135. Level 3 is the level of attainment which is demonstrated by a:
135.1. General Certificate of Education at the advanced level in 2 subjects
135.2. General Certificate of Education at the AS level in 4 subjects

As far as I know a GCSE grade 1 is considered a Pass. A grade 4 or above is considered a high grade.

A pass is indicated by one of five grades, A, B, C, D or E, where A (and A*) is the highest and E is the lowest.

Yeah Full Level 2 *is* different. Learners need 5 GCSEs at 4/C and above to be considered to have FL2.

Thanks for the replies. I expected this to be the case, but I thought this feels a bit harsh. The learner I'm focussed on is 19 and is doing access to HE, owing to the fact she doesn't get the grades needed to get into uni originally. Whilst she will get the loan for access written off upon successful completion of the HE programme, there's a lot that could happen to prevent that ever being the case. And as a provider, you always look for every £ of AEB you can of course :)
