16-18 Traineeships - Funding Per Learner

I understand that 16-18 Traineeships run similarly to a Study Programme, but I don't understand the funding. I have read the 16-19 funding rules.
Is it just one rate you draw down e.g. the 540 hour rate at £4,188 and this includes work placement and any qualifications, or do you drawn down work placement/qualification funding on top of this?

For 16-18 the ESFA funding for each student by the size of their study programme based on their planned hours and not aims.
