ROATP - Who is in your organisation's management hierarchy?

Hoping someone can help with how are you approaching this question on the ROATP? 

The definition provided for someone in control is not easy to relate to a HEI context or structure...

"Your organisation’s management hierarchy includes:

Shadow directors and any person who is a member of the administrative management or supervisory body of the provider or who has powers of representation, decision, influence, management or control of the provider organisation including through a blind trust, a connected party, a partner organisation or a parent organisation."

Has anyone else considered who this may extend to past their VC or principle? 

Any thoughts are welcome...
