Apprentice moving to non levy with no funded DAS left

I have apprentice moved from levy employer-funded through levy-to non levy. Non levy payer willing to support but have used 10 places allocation.

Any options?

There will always be 20% completion funding left.

Thanks for link. Does this mean the learner will not count towards their allocation of 10/
