National Skills Fund - ILR coding/funding

I'm hoping somebody can help me with this query. We now have a couple of learners enrolled onto level 3 qualifications using the National Skills Fund eligibility however within the reports they are being included within the rest of the AEB and not separated for NSF. The ‘policy uplift category’ is showing as NSF however the fund line type is showing as AEB (looking at the Main Occupancy Report).

On the ILR I have coded them LDM-378 (Adult Level 3 Offer), if I only have this LDM on there I get errors when I upload the file (There is no Adult skills funding relationship for this UKPRN), so I then add the LDM-379 (AEB procured 2021) which removes the error.

Within our AEB contract I notice that is states “National Skills Fund for 24 year old and over”, both of our learners currently enrolled are 19-23 so initially I thought that was the problem. However in the AEB funding rules it states under National Skills Fund – level 3 adult offer includes “additional level 3 qualifications for 19-23 year olds that are not included in the legal entitlements”.

The qualification we are delivering is 60131184, looking at the categories online it shows that the legal entitlement ended in July 2017 and that it has had category code 46 “National Skills Fund Level 3 Adult Offer” since April 2021.

Anybody got any ideas?

If they are 19-23 they are only eligible if their prior attainment is below L2 as this category provides funding for their firat L3 otherwise they have to take out a loan Could this be the issue?

Thanks for the reply Kelly, both learners prior attainment is below L3 so from what I understood they were eligible for the aim via National Skills Fund (the aim isn't on the legal entitlement list)...

Hi Steve, NSF is for learners 24+, if they aged 19-23 you have to fund them through normal AEB funding. Qual will need to be a full L3 and learner must have less than a full l3 already.

Where in the guidance does it say you have to fund 19-23's via AEB?

 

NSF is for learners aged 19+ (para 128.1)

I'm referncing this. I believe what you are refereeing to falls under the L3 legal entitlement offer

I think you've misinterpreted the 24+ bit. Its sort of saying that from now on 24+ students can access full funding via this new pot but it isn't ringfenced to 24+ student only as per 128.1:

 

You are doing yourself out of funding if you are not claiming Adult Skills offer for 19-23's.
