There's very limited guidance on CL fee remission, this would be a provider level decision, rather than a Rule set down by ESFA.
Having said that, I've never heard of anyone charging for FEML. I guess if you had an entire cohort of well-to-do parents you might think about it, but then, in a sense, why are you delivering FEML to them? If there's one person in the group who doesn't fit your usual fee rem categories, it's going to cost more to sort out charging them than how much you're bringing in, so why do it?
(also, remember CL is effectively un-audited, so it's highly unlikely that the Agency would ever ask)

Are learning who sign up to FEML under non-formula Community exempt from fee paying?
"Collect fee income from people who can afford to pay and use where possible to extend provision to those who cannot"
I have received a challenge from a subcontractor who said that FEML learners are exempt from fee paying even if they fall in to category stated in the extract from the funding rules above. Am I missing so piece of guidance?
