I have learners who started in September 2020 but we did not get their Digital account up and running until April 2021.

They were all eligible for the Employer incentive but as their start date on the ILR was September and the start date on the Digital account doesn't match (as you cant backdate) it seems they cannot claim and their account says ' Training provider needs to confirm they have started their apprenticeship'

The employer has claimed their incentive (within the allotted time) as the date is recorded.

I have been trying to get through to the apprenticeship service for 2 days but cannot get through. Has anyone come across this and if so is there a solution and will the employers still get their incentive as they claimed before the cut off

I think there is little you can do to resolve this as the DAS and ILR start dates did not match in the previous funding year.

How have you recorded this in the current funding year and have you as the Provider received payments for these Apprentices?

Other Providers with similar Dlock issues have had to amend the IRL start date to match the start date on DAS as it cannot be backdated.

Since I started covering for this job I have ensured that both dates match before putting my learners through the batch.

Yes as a provider we are receiving payments as there was no requirement for our Non Levy employers to have a digital account until April 2021.

So if the start dates were in this contract year and I could change the ILR, how would I go about this?? Start / end dates should not be changed should they?

I was under the impression that to claim the additional employer incentive the learners had to be on the DAS account.

It wasnt compulsory to be on the digital account for funding but yes if they were claiming the incentive they did need to be.

I cannot understand how you are receiving funding for these learners do you have them as ACT 1 or ACT 2?

So an update on this situation.

I finally got through to the Apprenticeship service and after doing numerous checks we have found that all our learnes who started  September 2020 were coded ACT 2 this is why we are receiving all our funding.

When the digital accounts were set up the codes were never changed to ACT 1 therefore the digital account cannot see the learners to confirm their start and hence allow claims for employer incentive :( 

We have now had the end of year close so the Apprenticeship service are looking into the options we have as we have employers who have calimed the incentive within the timescale but payment has not been generated.
