"Apprentice Confirmation Overdue" on DAS

We have a couple of learners showing that the Apprentice Confirmation is overdue on the system - does this just relate to the apprentice logging into the system and setting up their own account?
One of the employers is currently not able to claim the Hire a New Apprentice incentive but as far as I'm aware this is not dependent on the apprentice logging into their account.
Asking here as the helpdesk didn't answer - left a message with them after 20 minutes on hold but hoping this will get a quicker answer.
