Self-Employed Learner

We have a scenario we are a little unsure of. A potential learner is the owner of a company, and wants to undertake the apprenticeship themselves. They would be able to set up on DAS. The main query we have is that as this person is the lead contact at the employer, there would be segregation of duty when it comes to signing contracts etc. as the learner and employer are the same person. Does this class as self-employed in terms of apprenticeships, by which it means the learner cannot undertake it, or are the exemptions to this as they are a company that employs other people and they just happen to be the owner of it. Thanks.
