So, essentially, we* don't "claim funding" for Study Prog learners anyway. All we do is submit what we've got and it affects next year's allocation.
But if you leave the learner as live in R04 and then subsequently w/d them back to before 42 days, the ratio calc they use for the lagged allocation will basically take care of it...
If they've only been a couple of times and it's December now, reckon I might have them withdrawn though? You can always start them again (was going to say unwithdraw but if they've missed three months of their original programme that's borderline at best, particularly as I assume they have a pretty personalised programme?)
*NB where "we" equals grant-funded, contract-funded are slightly different...

Hi, please can I ask for advise on claiming funding for EHCP learners who have not attended (or only attended once or twice). How long can you can keep EHCP learners on roll (and claim funding) without withdrawing them if they are not attending? If the college is named on the EHCP and negotiations are still ongoing with local authority to get them into learning but they have not attended at all or only once or twice can you claim funding for them at R04? How do funding requirements for start dates, 42 days attendance and planned hours fit with the requirements of the local authority and SEND action plan? I know there can be some relaxation in the 4 week to withdrawal rule but how much leeway is there in reality given the needs of these students?
