No NO. 

As Standards include FS E/M aims these must be completed to make the programme aim completed.

Sooty Martin...I have misled you.  I am talking about withdrawal dates not completion dates. :)  Is it valid to have a withdrawal date of FS that is later than the withdrawal date of the ZProg, based on the evidence of learning activity that is available for both?

Only for functional skills not required for the standard other wise they are part of the Programme so cannot be later than the actual end date of the Programme aim.
