Scottish apprentice moving to England - eligible for incentive

i am posting here as i am getting no sense from the ESFA regarding this
I have a learner that was on a Scottish apprenticeship and has recently moved to England with her family and has been offered and apprenticeship here. Would the employer still be eligible for the incentive currently being offered or would they class the apprenticeship in Scotland as not a new apprenticeship even though its a completely different system

Sorry but to be eligible, apprentices must have an employment start date from 1 October 2021 to 31 January 2022.
Thank you for the reply Martin i am aware they would have to be employed by Monday but i am asking if the Scottish apprenticeship will be classed as already being on an apprenticeship so therefore not new and there employer would be ineligible for the £3000 incentive
