BIL in previous Year - Now a Withdrawal

I think I know the answer to this but just wanted to check.
We have a learner who went on to a Break in Learning in January 2021. We have just found out that they will not be returning and so must be withdrawn. Due to being in the previous year and and the previous year stats having being been produced etc, am I right in thinking that the Actual End Date for the programme and learning aims should be the date the BIL started even though it was in last year?

Correct.
They'll count against you in your 21/22 QAR (because of the Reporting Year), but there's not a lot you can do about that now.
