Yeah, somewhat of a Known Issue this one.
If you are *desperate*, and you've double/triple checked it's a legit postcode, you can use DAM code 001 which is really just for border postcodes but will work as a temporary fix for this (expect a question from GLA as to why you're using it though).

Effectively yes, there will be no funding because it will be in error (although the postcodes lists are updated 3 or 4 times a year, so it wouldn't be permanent). I can't remember what happens if you use ZZ99 9ZZ on devolved SOFs, I know it was kicking them out at one point (because ZZ99 9ZZ wasn't explicitly on the list for devolved SOFs, only for National), so all we could do at that point was use DAM 001.

Has anyone else had an issue where a learners address is a new build and is not on the GLAs listing for funding?
