Apprenticeship L3 or above - Functional Skills L2

Hi,
If we have an apprentice that doesn't have a L2 Functional Skills qualification for a L3 or above apprenticeship, scores L2 at diagnostics but only really needs to attend a class to prepare them for the exam, can we claim the funding? What is the protocol? What if the class included new learning activity but just one class was needed?

If it's new learning (and you can show that), I think you can have the £471, even if this is a very extreme example.
Whether I'd want to chance arguing the toss with an auditor about it is another matter and certainly wouldn't if it was *just* exam prep?
