Levy Transfer Connection

Hi,
We have a levy payer who is trying to connect with a non-levy employer to offer a levy transfer. When they try to connect through the Apprenticeship Service, they are receiving a message saying 'you can't connect with this employer because they already have a pending or accepted connection request'.
They have connected in the past. Does anyone know how to rectify/get round this so the employer can receive a further transfer?
