when learners are flagged in FRM03 how do you all explore this? We asked these learners prior to starting if they were enrolled on any other programmes and they all said no? Is it picked up by the ESFA via ULN's? What else should we do to explore this?

The ULN is the key but you will have to go back to the learner to establish the facts.
