I mean, I'd say both of you? Don't see that it's different to someone who only moves once after six weeks? The learner will affect the retention factor (eventually!), so that's the disbenefit of them not completing...
FRM03 can't deal with either of these situations particularly well, so it's just about you noting what's happened, I think?

If a learner started on a full time programme at another college then came to us and stayed beyond 42 days and then returned to the other college, who can claim the funding?
